key=lit is used w/ advertising=* in 313 cases ​http://taginfo.openstreetmap.org/keys/?key=lit#combinations. JOSM will never know of any potentially valid combination.

My vision of JOSM validator is that it will not report anything that is reasonable, used (even as rarely as 100 times in entire database) and can be detected at low cost - IMHO checking existence of this tag fullfils everything.

Obviously I am not the one developing JOSM - so how popular tag needs that adding handling it in validator will be accepted? Appearing 1000 times? 5000 times? 20000 times?
