Use standard macos text editing shortcuts with `Cmd` in Metal/Nimbus themes

What steps will reproduce the problem?

1. Open the Search dialog with Cmd+f.
2. Try to copy/paste text with Cmd+c/Cmd+v.

What is the expected result?

Copy, paste, select all (Cmd+a) work.

What happens instead?

Nothing happens for Cmd+{c,v,a}, but Ctrl+{c,v,a} work instead.
However undo is Cmd+z — this is inconsistent.

Please provide any additional information below. Attach a screenshot if possible.

I'm using the Metal theme now because the Mac OS X theme seems slower (when there is a lot of map data) and has other keyboard issues (#22768, #22772). I understand that it's more native to Linux than macos, however it would be nice to use the standard editing shortcuts in Metal and other themes. (In CDE/Motif, neither Cmd+{c,v,a}, nor Ctrl+{c,v,a} work.)

The same happens in the Upload changeset dialog.

The Keyboard Shortcuts settings say "Edit: Copy" is Cmd+c, etc., but those are for the menu items.
