Hello,
why did you remove the plugin example , e.g. [[Image(http://svn.openstreetmap.org/applications/editors/josm/plugins/rasterfilters/images/josm_filters_48.png,16)]] [osmwiki:JOSM/Plugins/RasterFilters RasterFilters plugin].
? This wiki is the help system for josm plugins too.
(currently it looks just a bit ugly due to a bug of the wiki to display external images (#15347))

When the built-in help should cover the plugins too
This is up to the plugin developer. Some plugins "official" use this wiki for the plugin documentation.
It is bloat to tell the user twice that plugins can change some minor parts of the GUI.
Two small icons and a handfull of words is no bloat and they describe different things. The layer types and the buttons of the panel.
Naming the plugins informs the user how he could enhance the functions of a specific part of JOSM so it is an added value of information.

Thanks for your report. I was unsure and asked on IRC today at 18:44:
When the built-in help should cover the plugins too, I'm going to change that again. But one paragraph and one link to the plugin page should be enough. Perhaps with two iconized links to the formerly mentioned plugins. It is bloat to tell the user twice that plugins can change some minor parts of the GUI.
