no snap in building mode

currently when adding nodes in building mode (plugin extension, w) there is snap only to nodes. IMHO snapping to ways should be implemented to be consistent with "add-mode": always snap, override with "ctrl". (Important for adding buildings with shared walls).

The "snap to way" function should be the same as used in the "Draw nodes (A)" function.
Is #8783 not a duplicate?

no, 8783 is not a 1:1 duplicate (and there is a workaround for it I have just posted there), but it could profit from the functionality here.

Second click perfectly snaps to nodes. However, there're no snapping to ways at all.
