Update coverity from 2021.12 to 2024.3

The last version analyzed by coverity was r18715 (April 26, 2023).

The logs indicate success, but I don't think it is actually working:

Build successfully submitted.
 Please ensure that 'cov-build version' matches one of these: 2023.6.2 | 2022.12.2

I'll note that coverity provides support for 18 months after the base version of each release (I'm not certain how they count that; I suspect it includes the "release" month since 2021.12 appears to have stopped working in May 2023).
That means

• 2021.12 left support in May/June 2023, so we probably have to upgrade to 2023.6 before upgrading to 2024.3.
• 2023.6 will leave support in August/September 2024, so we don't want to upgrade to it and no further.

Hmm, I have no download option for 2024.3. What they offer is

Updated to 2023.6. Seems to work. Is now "Running. Your build is currently being analyzed".

I have no clue. It is possible that the coverity build tool has a different update cycle as compared to the other coverity services. We'll see in September.
