RoadSigns preset for Austria

I've created a preset for Austria in cooperation with the austrian community. See attached file

Austrian mapper speaking: I'd like to have this available from the preferences/templates dialogue. There certainly is value in adding this kind of information to OSM data. So why not offer a point and click interface in Austria too? The collection has been worked on for some time now: I suppose it is mature. More ease on the general public (me, e.g.) wished for.

The Austrian part needs to be integrated at github, ​https://github.com/JOSM/josm-plugins/tree/master/roadsigns. Probably some work is needed to satisfy the directory structure and file names. Additionally, the icons need to be cleaned as we only need one version, preferring the .svg version, but not both .png and .svg.
