What steps will reproduce the problem?
- Start JOSM via created Start Kachel in Windows 10
What is the expected result?
Normal Appplication Window should open
What happens instead?
Application covers complete screen. No maximize, minimize, close on top right.

Looks like fullscreen mode. Does pressing F11
work? Still, the menus should be available. Does this change with a data layer (Ctrl+N).
You can start in fullscreen with a command line option and I think JOSM will remember the setting.

Sorry,
I use F11 in browsers all the time, but I was not aware to do the same in JOSM.
Maybe you should close the ticket.
