Include/exclude layers from changeset source

Description
I'd like to be able to flag some imagery layers such as "OpenStreetMap Carto (Standard)" so that they wont show up in a changeset source tags. Currently I can't really use "Automatically obtain source from current layers" or "just once" as I always have to edit it anyway.
It'd also be interesting if it could/should pull in other layers as a source. I'm often working with an geojson layer should be mentioned as a source. I know a lot of layers don't need mentioning outside of "Survey", so maybe that should be controllable as well.

Yeah, didn't realise that, so it would be good practice on my part to disable it. But it would still happen on edits where no areal imagery is used, just carto as a background.
So +1 on the white/black lists, built in or customisable.
I think, currently only active layers are added. Still some white and black list might be useful.
Regarding specific layers, we might need to update some. E.g. OSM Carto might be used as background but it cannot be a source. This is true for all maps created of our data.
