Tagging Presets: Icons in combobox and multiselect value list not displayed, anymore

What steps will reproduce the problem?

1. Add a node and add tag highway=crossing
2. Open pedestrian crossing preset using the preset link on top of Tags/Membership Panel
3. Click on drop down for the crossing type, aka crossing=*

What is the expected result?

Icons in front of the values

What happens instead?

No icons in the value list.

Please provide any additional information below. Attach a screenshot if possible.

r18218 is still working and r18222 is not, therefore I blame r18221.
