GPU at 100% not doing much, causes lag

Description
What steps will reproduce the problem?
If I load JOSM and place one node and move the cursor in small circles my GPU shows 100%. If I stop the GPU drops to 0%. Often when placing nodes the new way will lag the mouser click by half a second which is very frustrating. Other times there is no lag but once the lag is there it will not go away. CPU is at 5%.
Any assistance appreciated.

Viewport Following can also have an impact on this. Would be the first option I would disable.
