JOSM was frozen, closed using task manager, tried to reopen it

What steps will reproduce the problem?

1. Opening/resuming a task on the HOT tasking manager

What is the expected result?

JOSM opens

What happens instead?

error message "an unexpected exception occurred", while JOSM twirls away halfway through opening

Please provide any additional information below. Attach a screenshot if possible.

Restarted laptop - no change
