relation editor tabs for parents and children are not updated

Follow up of #19920
The relation editor needs a lot changes reg. the GUI:

  • the "Child Relations" tab is not updated when the relation is changed inside the relation editor
  • the "Parent Relations" tab is not updated when the parents of the relations are changed outside of the editor, also the "Refresh" button is not enabled
  • I think the "Parent Relations" tab should show a text which tells the user that the "Reload" button should be used first.
  • buton "Download All Children" should only be enabled when there are child relations
