Circle arc: Special treatment of nodes with tag or membership

Followup of #19188, please use ticket:19188:josm_circle_arc.osm​

What steps will reproduce the problem?

1. Select node X, the node between Y and Z and node Z itself plus the way
2. circle arc

What is the expected result?

Node Y is moved as little as needed and swapping of position in way's nodes list should be minimized

What happens instead?

Node Y is moved quite a bit

Please provide any additional information below. Attach a screenshot if possible.

Same is true for a node with membership
It would be nice if both cases would be treated similar to nodes with additional parent way
