What steps will reproduce the problem?

  1. have a way tagged with highway=residential and construction=minor
  2. run validator

What is the expected result?

No warning or better an info about construction=minor

What happens instead?

"suspicious tag combination - highway=residential together with construction=minor"

Please provide any additional information below. Attach a screenshot if possible.

This is a regression of r15414 of #18203.

According to the ​wiki and the ​german forum this tagging is correct and routing software should not have a problem.

I'd prefer to have an info warning as this tag might be outdated and gets easily overseen.
