Noexit on railway is not honoured in "way end node near other way" test

Depending on what HIGHWAY in source stands for, this is still in trunk/master too:

What steps will reproduce the problem?

1. Select node ​https://www.openstreetmap.org/node/2638286701 and load surroundings
2. Validate

What is the expected result?

Nothing

What happens instead?

Warning "Node close to ending…"
