Telecom exchange preset

Dear maintainers,

It's been a year the telecom local loop proposal has been reviewed on wiki.
It's now time to propose to add presets to JOSM regarding the new keys, especially for telecom=exchange.
A new category may be required for those items.

Such a site can be in a building or in a street cabinet
You may add two different presets :

• Indoor exchange

telecom=exchange
telecom:medium={copper,fibre,coaxial}
operator=*
ref=*
(to me it's not necessary to add building=* on this particular preset)

• Outdoor exchange (in a cabinet)

man_made=street_cabinet
street_cabinet=telecom
telecom=exchange
location=*
operator=*
telecom:medium={copper,fibre,coaxial}
ref=*
+ ... all street cabinet tagging

Validation rules could be added as follow to warn about the use of discouraged tags :

• man_made=MDF
• man_made=telephone_exchange
• man_made=telephone_office
• telecom=central_office
• building=central_office
