The image viewer for geotagged images should allow the rotation of images by 90, 180, 270 degrees. Sometimes images do not have a rotation JPG tag, or the viewer does not interpret it.

The image viewer and the thumbnail both consider the rotation tag. Please post an image if they don't.

For the option to rotate images: How would the user interface look like? Should the rotation be for a single image or all images in the current geo image layer? Should the rotation be saved back into the image file or would it be temporary for the current session? Just rotation or flip + mirror too?

This is something I've been wanting for years, finally got to searching for existing feature requests :)
My usecase is not a problem with the rotation tags, but camera itself being rotated when I'm shooting images backwards, or in some other direction that requires twisting my arm.

User interface: for me, just rotate 90 deg left/right buttons would suffice. Something like icons in Gwenview, just without the text: https://masonbee.nz/wp-content/uploads/2020/06/gwenview_screenshot-1024x556.png .

For me, rotating a single image is useful.

I personally don't have a need to modify the original image, and I haven't seen a need for flip/mirror.

Attaching an example from one of my mapping sessions where rotating 90 degrees would make the image much easier to interpret.

I second this. My new phone for whatever reason tagged my landscape photo as portrait (rotated 90 ° clockwise). I just smiled, told myself "No problem, we'll fix it asap" and searched the button row under the image to find the right button to rotate it. To my surprise I didn't succeed.

Is it complicated to make the viewer capable of rotating images?

EDIT:
As for these questions:

How would the user interface look like? -- add buttons or maybe a single one to the existing button row
Should the rotation be for a single image or all images in the current geo image layer? -- just for the currently viewed image
Should the rotation be saved back into the image file or would it be temporary for the current session? -- temporary, no tampering with the image
Just rotation or flip + mirror too? -- just rotation
