handle railway=construction in a default mappaint style

We already render highway=construction:

}

So we should render railways too. Any suggestions?

Maybe something similar to a default style (black separated dots - see ​http://www.openstreetmap.org/?mlat=50.03270&mlon=19.97574#map=18/50.03270/19.97574 ).

It would be also nice to have rendering based on construction key (so that rail and tram construction has different appearances), but I have no idea how it may be done.
