Description
In Windows>Tags/Memberships, right-clicking a tag opens a popup containing:
Paste Value
Copy Value
...
Search Key/Value/type
Could you please add at the top of this list:
Edit Tag
Delete Tag
Add Tag
because there is no visible way to do that in Always Hidden button mode.
Note: Add Tag also when right-clicking in the blank space.

Everywhere, of course, haven't you.
But it would be strange to put half the menu where it is and the other half somewhere else.
As well as to have to select the tag before right clicking that somewhere else instead of always right-clicking the tag directly.
Counter intuitive.

Regression from r6752. Previously all button actions were available in the dialog title's contextual menu.

The normal place to right-click for a contextual menu is on the object to which it applies, not anywhere else like a window's title.
Normally, people will try to right-click there.
Could you please make JOSM conventional like I described?

Well first we need to fix this regression as it concerns all dialogs, not only the tags/memberships one.
I agree for this case we could also add these actions to the other contextual menu.
Have you tried a right click on dialog title?
