Error while loading an image with PicLayer

What steps will reproduce the problem?

1. Downoad image (ZIP with JPG and JGW) from AeroWest
2. Open ZIP with PicLayer

What is the expected result?

Show downloaded image in JOSM.

What happens instead?

Standard message from JOSM.
