detect emergency=permissive as bogus

I am not aware about any country where owner may revoke access to emergency vehicles, most likely emergency=permissive makes no sense everywhere and probably it should be replaced by emergency=yes in most situations.

I think in this case, users may have picked permissive without knowing the meaning, maybe confusing the word with "permitted" ? Suggesting emergency=yes looks good.
