"highway without a reference" bug with motorways in validator

Steps to reproduce:

1. Download way 37730904. (a segment of I-79 here in Pennsylvania)
2. Once the way is downloaded, hit "Shift+V" on your keyboard to trigger a Valadation.

What happens:
In the "Validation Results" window, you get a "highway without a reference" warning in "Other".

What should happen:
You shouldn't get a "highway without a reference" warning since the ref tag is properly tagged "ref=I 79" on that way.

This bug is only happening with "highway=motorway". I downgraded the highway locally to trunk and all the other highway types and "highway without a reference" error doesn't show up at all.
