Warn about empty key/values on upload tags

Couldn't JOSM give a warning about empty key/values on the changeset tags screen? (see the attachment for an example):

I uploaded a changeset where I missed the key (but had the value) and this info didn't get on the uploaded changeset.

Note that by default it has an empty line of key/value.
