Minimizing the toggle dialog does not work for Notes and OpenStreetBugs plugins

What steps will reproduce the problem?

1. start JOSM and activate the notes plugin
2. try to minimize the toggle dialog with top-left button

What is the expected result?

The dialog is minimized (rolled up) and only the header is displayed

What happens instead?

The dialog does not minimize

Please provide any additional information below. Attach a screenshot if possible.

Get the same result with the OSB.

Same here, both notes and OpenStreetBugs plugin affected. The window won't minimize. The error got introduced into the OSB plugin a while ago (before Notes were introduced; I remember that in earlier versions it worked) and was probably forked into the Notes plugin from there. I can completely hide the window by clicking the respective plugin's button in the toolbar.

JOSM 6115, OSB 29435, Notes 0.3.

Other plugins are not affected, e.g. I can minimize the Turn Restrictions window with no problem.
