Validator warning if addr:housenumber is not on a building

Description

I receive a validator warning on the following way (version 1):

The warning reads: "House number on a non-building area".

This warning is incorrect. There is no reason that a housenumber has to be applied only to a building. For example in Austria the "housenumber" is in fact the number of the land. There may not even be a building on that land.
