Support a system-wide plugins directory

Description

To make distribution based installation a bit easier josm should additionally to ~/.josm/plugins also support a system-wide plugins directory.

JOSM needs then to choose which plugin to use, as systemwide or user local plugins may be newest depending on the fact, which update was done later.

as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
