Licensechange plugin overrides CT status in History Window

Just noticed this happening. A user just agreed a few minutes ago after I contacted them. So, I manually delete my mirror_http___planet.openstreetmap.org_users_agreed_users_agreed.txt and mirror_http___planet.openstreetmap.org_users_agreed_users_disagreed.txt files to make sure my copy of JOSM would know for sure right away that his edits were now safe.

So, I loaded up an area that he edited in and used the History shortcut to see the green chechmark show up for his name and it did. Then, I hit the License Check button for the Licensechange plugin. Obviously, his edits turned up red/orange since that site hadn't updated yet. Then, I checked the History of one of the ways once again that he edited. He was then marked as "Undecided"!

So, it seems that once you hit the "License Check" button on a layer, JOSM will not access the newer and updated agreed/disagreed files in the History window.

Steps to reproduce: (don't know how long this will last)

1. Make sure you delete the old copies of your agree/disagree files that JOSM downloaded manually.
2. Now start JOSM and download the following way: 39723684
3. Once download, hit "Ctrl+H" to show the History window. Notice that the user "geeg" has accepted.
4. Now close the history window and hit the "License Check" button on the "Relicensing problems" sub-window.
5. Now, Ctrl+h on the way again to go back into the history window.

What happens:
The user "geeg" is now shown as "Undecided" in the History window.

What should happen:
The user "geeg" should be shown as "Accepted" like he was the first time you checked the History window.
