[Patch] Add saved files to "open recent" menu

Description

IMO it would be nice to add all saved files (at least .osm files) immediately to the "open recent" menu. This is very handy if you are working on a larger change and have to restart josm because you want to do some other change or have to restart your computer.

This also solves #5740 as well when you "Open" files via the Open command, right?

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
