Command Stack scrolls up to the first edit view when hitting "Undo" if scrollbar is present

Description
Steps to reproduce:
- Download an area to edit (doesn't matter what size as long as there are several things that can be edited)
- Since this is just a test and no data is going to be uploaded, move around several nodes/ways so that the Command Stack displays the scroll bar.
- Once the scroll bar in the Command Stack is of a decent length (do about 25 node/way moves first), hit "Ctrl+Z" (or the "Undo" button, doesn't matter, happens either way) to undo just the last edit.
What happens: The Command Stack scrolls up by itself to show you your first edits during your current JOSM session.
What should happen: The Command Stack shouldn't scroll up unless you do enough "Ctrl+Z's" (or hit the "Undo" button enough times) to make it scroll up to show you the last edit you've "undone".
