It certainly does _something_. It's clear to me when I click on it and then move the map or zoom. It just flushes the cache, and will not cause the screen to be redrawn or repainted. It also refers to the in-memory cache and not the on-disk cache, which also means that it will not cause things to be redownloaded.

fix #6109 and #6288 - Right Click "Flush Tile Cache" in TMS layers doesn't work anymore
