WMS adjustment button is disabled when there is more than one data layer

Subj. After some time swapping layers WMS adjustment button is only enabled when WMS layer is activated. Even then, in case there's more than one WMS layer, it asks which layer should be moved.

Probably it's two defects in one ticket, I hate this also, but please, even fix for disabled button will be enough.

Fixed in [o22719]. Button will be active only when wms layer is activated, no dialog is shown.

|Hmmm... Wouldn't it be better if there's no dialog when WMS layer is active, and dialog is shown (and the button is always active) when other layer is chosen? Because there's very little reason to activate WMS layer if not for adjustment, and because of this data layers become grayed, which may not be desired.

Other mapmodes are also grayed when unsupported layer is active. I wanted to keep it always enabled at first, but then I decided to stay with convention.
