Unexpected Exception on upload

What steps will reproduce the problem?

1. Use my saved changeset
2. attempt to upload

What is the expected result?

What happens instead?
Unexpected exception. Note also that the validation warning window prior to upload only contains 1 error, whereas a manual validation returns multiple errors.

Please provide any additional information below. Attach a screenshot if
possible.
