Hi,
probably it is right under my nose and I am missing it, but there doesn't seem to be a button to create a new empty layer to work with? (?!)
my current work-around is to create a .osm file with a single dummy node in it, open that & remove the single node, then copy/paste extracted features into that..
?

Yes it is! File > New Layer
d'oh! thanks.
reopening wish to have that menu entry actually be "New Layer" and not just the somewhat ambiguous "New" as it is now.
Should work without the dummy node...
It still has to work with us dummies though :)

Attached patch. This renamed entry makes sense with both adding an additional layer to an existing JOSM project as well as starting a new project.

one last comment: all other layer management tasks have buttons on the layer list, why not 'New'?

But I do. This wish report was inspired while creating additional empty layers that I could selectively cut and paste things into, and workflow-wise I've been treating them like layers in a graphics program. Select features to import, paste into the new layer to isolate them, verify, upload.

The new layer Menu item is already placed too prominently. If we add it also to the layer dialog (at first position, naturally) this would be a trap for new users to miss the part where you are supposed to download the area first:
- Open gpx file
- Click new layer
- Trace roads, apply presets
- Upload
We don't want that to happen. On the other hand there are of course legitimate use cases for new layer action.
