Move more than 20 elements dialog should not be disablable with answer=no

Description
Currently if you move more than 20 elements, JOSM asks you whether you really want to. If you accidentally say "do not ask again" and then click "no", JOSM will never allow you to move more than 20 objects in the future, they will always bounce back without any indication why.
It is ok that this dialog can be disabled by saying "do not ask again" but it should not be possible to disable it with a "no" answer.
