Integrate WMS and validator into core

Description
The WMS and validator plugins are so useful that the first screen you see when starting JOSM encourages you to install them.
It would be very nice to have them integrated into core, especially since the webstart version can't use plugins.

Validator will not be integrated, as too many people do not really understand the fact that validator does not represent the ultimate wisdom, but only a suggestion.
WMS will be integrated as soon as it is mature enough. This still means major changes in the user interface.

I use JOSM often offline and on really old machines (600 MHZ /256M RAM). It works fine but I often can not use wms (no sharp pictures) or even can not because of my slow system.
Please, do not include WMS within core. It is a nice plugin, and that is what it should stay.
