WKT can be used to describe various coordinate systems.
​http://spatialreference.org/ has a big list of them.
It would be nice to be able to import an coordinate system description directly into JOSM.
The Geotools java library has some support of WKT coordinate system definitions, maybe you can integrate with them...

By now, we have a different format to configure custom projections / coordinate systems: The format used by the proj.4 library.

Please reopen, if this is not sufficient and describe your use case for the WKT format. (For a plugin it would be no problem to depend on the Geotools lib, but for JOSM core it is most likely too bloated & not easy to extract relevant parts.)

E-mail address and name can be saved in the Preferences .
