[PATCH] New relation button enabled state is not correct when unhide relation window

Description

Example if you start Josm with relation windows hided and load some data. And after that open relation windows new relation button is not enabled even it should.

Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
