[patch] new projection Lambert CC 9 Zones

Description

The French online cadastre is migrating some parts of its data to a new projection called "Lambert CC9 Zone (France)". I've attached the new projection source file. This does not deprecate the other "Lambert Zone (France)" projection.

Could someone from the core team apply the attached patch please ?

The patch also sets the Ellipsoid values for GRS80 and the new WGS84 (don't worry, it's not changing any thing for us, it just 1 mm difference for the whole earth but then it is the two proper definitions). And the patch also sets the correct EPSG code for Lambert4Zones.
