Unable to satisfy "Please enter a comment....(min 3 chars..)"

When trying to upload simple name change to a road (name Corran Ave), I put a comment in the "Provide a brief comment..." when I "upload changes" with the "open a new changeset" set, I get an error "Please enter a comment for this upload changeset (min 3 characters)".
When I dismiss this error is empties my changeset comment. I can repeat this ad nauseum.

This is version 2143 (also in 2138) with Java 1.6 on Ubuntu netbook remix on an asus eeepc 900
I have the surveyor plugin loaded and have livegps "capture track" running (though turning it off makes no difference). I hope that is helpful to you.

I should have added that this is my very first change. Others have reported a problem with the comment being an OLD comment. There is something wrong with the logic where the previous comment is taken (in my case no comment) then the new one is added for the next upload. In my case, since I do not have an old comment I can never do an upload.
