turn_restiction-relations should care automatically on way splitting

When a way is splitted up which got the 'from' or the 'to' role and is the member of a relation with type=turn_restriction only the way which is connected to the 'via' node of the given relation should stay as member of the relation after splitting. Addionally the relation should not be changed, therforce the way which stay in the relation should get the old ID, the other one should get a new.

If you get a big junction this is sometimes much work which isn't needed, and lead to many broken turn_restrictions so this is major.
