WMS-layer cannot be moved unless the layer is "active"

Description
Changes in how the layers work resulted in that WMS-layers cannot be moved unless the layer is marked active, highlighting it does not work anymore.
Additionally, when the layer is marked active, it's moved to top of all layers, where it covers all other layers, thus having to first reorder the layers (to be able to see the data/gpx -layer(s)) before the layer can be moved. This makes the whole process of adjusting the position WMS-layer very cumbersome.
Preferably the moving should be possible no matter what layer is selected or active. If there are multiple WMS-layers, the moving should apply to the topmost.
In r1914 the active layer is not moved to the top anymore. This should make it easier. Also, the active layer is always painted last (on top). You can now adjust a WMS layer which is not active (see below).
There is a new wmsplugin available (compatible with JOSM r1914 and higher only).
