Description
JOSM places nice traffic signs when you tag a node with "access=<something>". However, tagging the node has no meaning: one should tag the way or area.
Thus, JOSM shows an icon of a traffic sign when no one will render, use or take care of it; while setting the correct values (setting access=no to the way instead of the node) will not show anything.
JOSM should not place signs on the nodes (defect); it could place signs on the place where a way changes from one form of access to another.

There's more then 1 renderer and in case Mapnik ignores your node tag another renderer might draw a snazzy picture at that place. Look at Map Features to see if access tags are allowed on nodes or not.
