Reword save dialog

I managed to create a new layer by accident (I didn't realize that), and it seemed to me that JOSM just lost all of its data, even though I could still undo/redo my changes (deelkar luckily hinted at the layer thing in IRC).

I would suggest to rename the text in the save dialog from something like "Cannot save data" to "There is nothing to save on this layer".

Change Properties
Set your email in Preferences
Action
as closed The owner will remain josm@….
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
