Conflict resolution on relation doesn't work

Description
When loading attached file into JOSM and updating the area a conflict is reported and a relation listed in the Conflict panel. On clicking resolve a dialogue pops up but it doesn't show data in either of the three lists. Clicking resolve closes the dialogue, the entry in the panel is removed but on updating the data or uploading I get the error again.

Seems to be a problem with different members on the server and on the client.
Relation http://www.openstreetmap.org/browse/relation/18162 has 1927 members on the client and 1924 members on the server. Therefore JOSM detects a conflict between the client and the server version.
Unfortunatelly, there is no merge support for relation members at the momemnt, just for key/value-pairs.

Is anybody working on this topic? I seem to have the same problem:

Is there any work-around to manually fix my .osm-file with the changes I've made? Can I just overwrite the conflicting <relation>-tag with the version of the relation on the server at the moment? Do I have to use a special editor for that?

Conflicting osm data. This one is manufactured but should resemble the real problem I had.
