josm renders abandoned railway rather than highway (way type priority)

Description

Josm uses the railway:abandoned key value pair to determine how a way is rendered rather than highway:x. So if an old railway has been converted and is now used as a cyclepath, then it is rendered as an abandoned railway, rather than the (much more useful) current usage of cyclepath.

The highway key, representing current usage, should be used to determine rendering in preference to railway.

I've lowered the priority of abandoned railways, so any highway should be rendered now
