Add hgv to parking_space preset

parking_space is currently has the options disabled,normal,charging I think it would be good add hgv and parent. These are reasonably well used in OSM and documented on the wiki.

We have bus designated parking spaces too on parking lots, just mapped 3. Then there are delivery, often with maxstay, and for the police.
(parent, and yes for those in expectation as well... shopping malls tend to have there close to the building entrances)

When you look at the change you will see that I added the 4 most common types. All the others have much lower usage numbers. For JOSM presets we always look at the numbers.
