JOSM Seems to Erreoneously Find Preference Files to Have Errors and does not Produce Preference File Backups

What steps will reproduce the problem?

1. Change JOSM preferences from default
2. wait...launch and exit JOSM a few times.
3. The message is seen in a pop up before JOSM Launches.

I may have updated plugins as per JOSM recommendation in the session before this happened.

What is the expected result?

JOSM Launches without issue, if it cannot launch the preferences should be saved to a back up file.

What happens instead?

JOSM fails to launch initially then launches with default preferences after manual intervention. I could not find the preference file in the location stated in the pop-up message I could not even find the app data folder. I was unable to recover the preferences via loading preferences via the advanced preferences window (i.e. the preference backup wasn't there either).

Please provide any additional information below. Attach a screenshot if possible.
