JOSM loading tiles outside of min/max-zoom range

What steps will reproduce the problem?

1. Go to the Faroe Islands
2. Select one of the two Faroe Islands WMTS imageries (orthophotos or basic map). They have 10-19 min/max-zoom.
3. Zoom wider than zoom 10, for example zoom 6.

What is the expected result?

No downloading.

What happens instead?

Error messages ("HTTP error 400 when downloading tiles") and empty tiles ("Kort Nikki tøkt.")

WMTS has no min-zoom/max-zoom setting, see WMTS, that's only supported by TMS and WMS.

Question would be if that could be supported.
