Right sidebar is always shown on start - if it wasn't shown when last closed, first press of tab key doesn't close it

What steps will reproduce the problem?

1. press tab to close right sidebar
2. close josm & reopen
3. sidebar is now open. press tab, sidebar doesn't close the first time.

What is the expected result?

sidebar should remember and restore previous state

What happens instead?

sidebar doesn't restore state, but shortcut acts as if it does
