Description
You don't have permission to replace the attachment Philippines.zip. You can only replace your own attachments. Replacing other's attachments requires ATTACHMENT_DELETE permission.
1) How I can delete a duplicated file ?
2) How can I overwrite my own file?
3) How can I overwrite my own file from an old account I once had?

I assume you are talking about wiki:Styles/PhilippinesTrafficSigns?
Anyway, there is a reset_password page, if you still know the email address you used for your old account.
I'm cc'ing the original uploader of the zip file for the following reasons:
- You should get an email which will let you figure out which email address you used for the
mrgenie
account - If you aren't
mrgenie
,mrgenie
will get notified that someone might be impersonating him.

After checking contents I deleted the old Philippines.zip

1) How I can delete a duplicated file ?
You do not have permission to delete attachments. Only few people have.
What you can do, once logged in, is mark the attachments as spam on the attachments' pages on the top right corner below the common tabs and leave an appropriate comment.
2) How can I overwrite my own file?
You should be able to replace your attachments, if logged in, by uploading the new file with identical file name and checking the checkbox below the attachment's description.
3) How can I overwrite my own file from an old account I once had?
You cannot, see 1)

You are right that updating/deleting attachments is not described on the wiki, so far.
